Tri-State is governed by its board of directors, made up of one voting board member from each of its 42 member co-ops. Currently, 17 of those members (40%) are from Colorado. Its Colorado members, however, account for 66% of Tri-State’s power load.
All 42 co-ops are bound by long-term contracts through 2050 that require them to buy 95% of their electricity from Tri-State, allowing them to obtain no more than 5% of their electricity from other sources. This restriction on local energy development has been controversial in many communities that want to pursue local renewable energy development.
